The US government is not monolithic, and NIST is a well respected SDO that
the IETF has worked with for many decades.

FWIW, within the US, the federal goverment has a much better history
of hiring and promoting a diverse workforce than private employers.
It's certainly not perfect, but it's pretty good in that regard.
