When we have trouble finding people for some task, we try to reduce the threshold involved in performing that task.  I think the missing data here is how many IETFers actually have a datatracker account (and are using it often enough so they will remember it when they are asked to take notes).  That data would allow us to assess whether asking for a datatracker login would create a counterproductive threshold for many candidate note takers.
