It is probably more than enough to limit write access to people with datatracker accounts.

This is a little like wikipedia, where everyone can make a change, but destructive changes are quickly backed out.  Freezing isn’t really necessary, as you can always rewind to the end of the meeting (but then, people do correct mistakes afterwards).

(I repeat my suggestion to have a look at hackmd/codimd as an Etherpad replacement.  It sure works for our students.)
