One motivation is that we need some concise binary form for CoRE work.
But we didn't think it was a good idea to define something that is limited to that, as long as we can keep the simplicity.
And it turned out that it wasn't too hard to make it useful for many applications where JSON comes to mind first and then you start longing for something binary.
