That's quite easy:

A large proportion of spam is illegal in a large proportion of
hurisdictions.
Illegal spam which is unspoofed and is reported to LEA leads to one less
spammer being able to continue his work.
Illegal spam which is spoofed and is reported to LEA simply wastes LEA time.
So, at least for illegal spam, spoofed spam is worse than unspoofed spam.

And please don't retreat to the boring old argument that the world is a big
place with many jurisdictions and they just wont cooperate on this, because
its demonstrably untrue.  Look at the cooperation between US, European,
African, AustralAsian and Asian LEAs on kiddie-porn spam, on the "Nigerian"
spam, for example.

(But I expect someone will run that false premise out again anyway.  Pity we
can't discuss  the real world instead of some fantasy world, isn't it.)
