Isn't that (part of) the problem this group is to address?
At this point we are specifying a requirement that (assuming
that model, which I'm not commenting on) such prefixes are
to be assigned. How it happens (as long as it's possible, and
manual configuration, though not the required solution, is
presumably an existence proof for that) is not the issue
right now.
