A few thoughts:

(1) With my request for I18N I definitively didn't want to distract from 
the more important discussions. Apologies for that.

(2) It seems to me that some kind of escaping will be needed anyway. If 
it's there, it'll be trivial to define it so that any Unicode character 
can be represented.

(3) I definitely think that working UTF-8 support should be considered 
standard nowadays.

(4) The reason why the situation for RFC4234 is different IMHO is 
historic. If it would be defined from scratch today, I18N would have to 
be considered as well.
