my esthetic preference is to leave policing spectrum to other more skilled
organizations in the area than IETF. I mean whether someone's deployment of
a BTS of any kind is  legitimate in a region or not seems to me way far
beyond protocol  design.

I think the "usual IETF question" which Michael H. has reiterated few times
is if there is some IETF protocol design  work to be  done on the subject.
It is my impression that this is not clear  yet, neither to the  openbts
folks nor to the IETF folks. Not meaning to be critical -- many  of most
good things emerge of some degree of initial chaos :)

Perhaps openbts works just perfect out of the box, and a useful contribution
would be a "gateway BCP" like RFC3666 which helped especially in the early
SIP adoption days. Maybe there are some hand-over aspects, authentication
aspects -- I think it is worth trying to find it out.
