It does help to know that there is actual demand for a certain
functionality before one invests much time figuring out how to provide
the functionality.

In this case, I expect the OpenBTS people have good contact with the
businesses/NGOs/whatever that intend to deploy such systems, and they
could report on the demand that has been expressed.

Given the complexities of the law in the 230 or so nations of the
world -- in all cases, the de-facto rules are different from the
official rules -- I would trust local organizations to have a better
understanding of whether and how such a system could be deployed in
practice than anyone sitting in another country.
