thanks for the background. If I understand this correctly, it is used for
people to call in tips ("I have seen the child that is missing", "I saw a
vehicle that matches the description on TV yesterday"), not to request help
("I am injured and need an ambulance", "The person on TV is pointing a gun
at people outside my window").

I read that a single number was created since the number is only activated
on demand, in response to a high-profile incident such as a terror attack
or a likely-abducted child (similar to the case when an "amber alert" is
issued in the US) and it was seen as unlikely that both types of events
would occur at the same time, as they are (thankfully) somewhat rare.

Is my understanding correct?

Thus, I have labeled it as a "tip line" since that's the common English
term for such services. I have not tried to make it more specific since
there's currently no other (ECRIT) service in France that's similar. I
assume that local police have tip lines for regular crimes, but they are
just regular local phone numbers, and thus of no collision concern here.

If there's a better name, please suggest.
