There is no MUST in that text.  It’s not normative.  The “must” in “must be of general public interest” is not normative, or it would have said “MUST be of general public interest”.  It’s advice to the expert reviewer.

OTOH, registrations are cheap and if there is even a significant minority who think it’s advisable to separate the real emergency services from non-emergency services, then I’m fine with doing that.  I’m just trying to make sure the name itself is not significant; we get into lots of trouble when we try to make components of a URI significant.
