I thought the debate centered on changing the list's charter, not
disbanding it. And, at least Eliot Lear said some new things. I saw two
opinions:

- leave it as is, and do some other kind of community building
- tighten up the moderation policy, and possibly create another list for
more freeform discussion

But, I don't think the status quo for the IETF list enjoys consensus. It
wouldn't normally be a big deal for a mailing list like that to exist, but
the name seems wrong to me, since it represents the IETF as a whole.
