Well, I'm happy to see that that page exists, and also happy to see that 
the main ietf.org page now directs readers to that page fairly 
expeditiously, if they only realize that they need to select 
Internet-Drafts under the Participate menu.   That's a big improvement 
over what I saw the last time I wrote an I-D, so thanks are due to 
whoever made that happen.
