If you go to the relatively new authors.ietf.org site, and look on the left-hand navigation bar, there is a "Choosing a format and tools" that helps.  Lots of content (and context) there.  I believe that as the Tao-bis is worked on, it will be more explicitly about suggesting a choice, but that remains to be seen.
