I disagree, and that kind of argument (if it were to hold sway) would be 
a great way to kill any potential progress that could be made.

When a discussion is looping, and nothing new is being said, clearly 
it's time to pause.   I don't think we're there yet.   And while I don't 
want to discourage anyone from doing so, it also seems a bit premature 
to write up a concrete proposal as an I-D.

It takes time to collect enough different people's perspectives to take 
a stab at writing something that might eventually get consensus.  Write 
a proposal too soon, before it's well-informed, and it will get killed 
by people wanting to do damage control, even if the proposal was within 
epsilon of a workable one.   This is especially true for IETF process 
proposals, even moreso than technical proposals.
