IMO, the RFC text should reflect the consensus of the community about 
what it strives to do, even if in reality it falls short of that ideal.

(If we didn't care at all, we wouldn't be having this conversation about 
how to strike a balance between competing concerns - all of which are 
about suppression of input.)
