The new draft-07 version has been posted which incorporated all comments received during the WGLC.

A number of issues have been raised, which makes it hard to declare
consensus on this document.  The authors are invited to submit
a new draft.  This will be followed by a short second WGLC to make
sure that all issues have been addressed.
