The tzdb updates frequently (we have had 7 so far this year, and a couple
more may still happen as countries adjust their Mar DST settings).

IERS issues Bulletin C early in Jan and July each year, even when no change
is planned.  A list of previous bulletins is here:

I estimate that there are about 60 changes to tzdb, and 4 releases, every
six months.  A leap second gets added every couple of years.or so.  It is
unlikely that tzdb would not have a current and correct copy of the IERS
Bulletin.
