There was the case where when the root zone was signed and a specific Apple software update went out they saw a huge number of devices fetching the keys.

I’m sure if there was some significant number of devices that needed it, it might be enough to be noticeable.

I would worry more about that if we had a way to authenticate the source(s) of time though and a client needed to fetch keys for all their sources.
