Sure, and only gmail accounts require approval - we get too much spam
otherwise and gmail has never shown a care that spammers do this.

I'll point out that the default URL for the leap seconds file is a
*default* and people can easily specify an override.

But yes, if there's a better source for this file we're happy to make
that change.
