I like STOP_SENDING as an analogy overall.   @nibanks I made a suggestion on the PR about what the client should do if it receives a stateless reset token for a retired connection ID.  I think that may both allows the sender to immediately retire and provides the peer some advice on what to do if it sees a reset that's associated with an old CID?

This approach basically allows the server to wait as long as they think is necessary, and if they really need to stop using the CID, they can send a stateless reset to force it.
