I don't have a strong opinion on this, but the new discard keys PR that landed has that shape: https://github.com/quicwg/base-drafts/pull/2673

Later packet numbers not using a given key is fairly similar to later packet numbers not using a given connection ID.  Enforcement seems comparably or slightly more difficult, so one could go with MUST retire/MAY close the connection.

@martinthomson Once you're talking about distributed peers, I think we're well in the space of multi-machine multipath?  Or is there some other use case you have in mind?
