Just to pile on here.  If there is an implementation that is distributed, with multiple entities producing packets (which is entirely possible with some coordination), then retirement requests can take a little time to propagate.

I think that the ACK here should be taken to mean, as @MikeBishop says, I got your request, not coupled so tightly to compliance.

I don't believe that we have any other such things in the transport.  STOP_SENDING is perhaps the closest analogue, but that doesn't require that you send a RESET_STREAM in the packet that acknowledges the STOP_SENDING.
