Correct. Or we might want to use Cyrillic in a document about deçeptive DNS domain names. But then, regardless of what we want to prohibit via the style guide, we'd need to be explicit that .txt files are UTF-8. I could be mistaken, but I don't think we've said that in any current RFC.
