This doesn't worry me in the slightest.  Legacy endpoints and those
that have trouble accessing SSRC information wont be able to use lots
of streams.  But it's interoperation with those endpoints that is why
this provision exists.

Requiring a=ssrc is as bad as my suggestion to move to v=1.  (Which I
still stand by, if you were wondering.)
