Even if you remove the reference – you still have problems in 4.13 and 4.21 which manipulate the headers.

I also point out that it’s rather hard to argue that headers aren’t being inserted when the network programming draft is explicitly mentioned as a normative reference for draft-ietf-lsr-isis-srv6-extensions-02 in section 4.3, and in there, it specifies a type to specify the maximum number of SID’s to be inserted as part of the T.insert behavior – as per section 5.2 – which explicitly refers to inserting SRH in transit.

* draft-ietf-spring-srv6-network-programming has a normative reference
to draft-voyer-6man-extension-header-insertion

* draft-voyer-6man-extension-header-insertion is about EH insertion

* EH insertion is forbidden by RFC8200

We have wasted way too much time and energy with all the methafores and
curious interpretations of standards by folks pushing and/or supporting
EH insertion, really.

Please notice that version -00 which was accepted by the WG does not have such normative reference.

https://tools.ietf.org/html/draft-ietf-spring-srv6-network-programming-00<https://tools.ietf.org/html/draft-ietf-spring-srv6-network-programming-00>

It is not even listed as informative reference.

So it can be removed tomorrow if it bothers you :)

Cheers,
R.
