The draft describes RA-based provision, with /64 as “current” practice.  There’s more detail in the original non-WG version - draft-jjmb-v6ops-unique-ipv6-prefix-per-host-00

There was pushback on DHCP-PD for hosts in the RFC6434-bis discussion, and DHCP-PD is not mentioned in this draft.
