I saw a spectacularly helpful note from Jonne (and Mary thought it was the 
right answer) suggesting that the people who are affected work together to 
figure out what needs to happen.

Let's wait for at least one IETF cycle and see if this is sufficient, and 
then reopen the thread if it's not.
