I note that a public, archived mailing list has now been established that is accessible to non-ISOC members.  It which can be joined via mailman at https://elists.isoc.org/mailman/listinfo/discussion-papers/.  Hopefully this will enable a more open, multi-stakeholder discussion to take place.
