Adopt.  I will then encourage the working group to adopt oblivious HTTP (which we're in the process of chartering) rather than build a parallel design.

Unlike ekr, I think that aiming for Proposed Standard is better than Experimental.  There is nothing wrong with a narrow scope of applicability, though in this case that narrow scope might still provide benefit for a great many people.
