Well, for me is simple: 

1) Community networks is mainly about expanding the network infrastructure (mostly wireless, reaching places and people not covered by other models)  !=  Internet access service + business model built on federated wifi access points on existing networks (Fon or Eduroam). 

2) There are also municipal networks that share more traits with community networks (different org, level of participation, etc), but clearly:
 community != company (many implications). 

Related but not equal ... better use different terms and describe separately to avoid increasing confusion and diluting the term “community network” too much.
