Yes please. While not stated as such in 1997, the exaples placed in 
1998 communicated that one implementation. By the time 4384 came around 
a decade later, using ASN was referred to as 'best current practice' 
with the implication being the BCP was for exclusively using ASN in 
the high octets.

However these proposal move forward, I strongly agree with Jared that
we should cease instructing others to paint themselves into a numberspace
corner.
