It's worth pointing out the functionality covered by
draft-heitz-idr-large-community is already covered in 
draft-ietf-idr-wide-bgp-communities.  

wide -02 previously handled the encoding in TLV format.  Per discussion at
the recent IETF, -03 moved to a flattened format.  

The wide communities draft is already adopted IDR work.

header".

Please take the above in consideration for the adoption call.
