Here's a different (not better, different) perspective: what makes the
IETF the IETF is partly the volunteer work ethic - having chairs, ADs
etc do grunt work is arguably essential to that. From that perspective,
more and better-defined secretarial roles have a (not wholly, just
partly) negative aspect.
