Let's not overdo these process issues. The original proposal by Michael
Richardson was to let draft editors use a source control tool of their
choice, and rely on the working group mailing list for raising and
discussing issues. That was pretty much the norm before many groups
started using GitHub. I don't see how that could possibly be a violation
of the IETF rules.
