I don't want to single out specific WGs, especially when these decisions 
were taken some time ago and it's too late to change them.   Also it's 
not as if I've kept a record of every time I have seen this happen.   
I've just seen it happen so often that I realized it was poor practice 
on our part, and I don't think it should be further entrenched.
