There is no IETF document or IETF leadership statement telling them not to.
So why should they not ? 

I seriously can't wrap my head around the fact that we have a HRPC RG,
but no "Common Good of the Internet" GEN WG or RG (*). And ISOC doesn't seem
to have any collaborative platform/process to produce output either, other than
leadership individual contribution.  internet-policy@isoc.org is just
the write-only complaints board.

(*) I am mentioning HRPC not to criticise it, i think its great we have it.
Instead i am mentioning it to claim that all the push back against having
a WG/RG on Internet policy was/is using very similar (out of scope, not
our expertise, go away) argument that could have equally been raised against
HRPC. So i think there is just less interest in "Common Good of the Internet"
in our leadership than they claim to have and IMHO should have.
