As would I be from "the country that has your fingerprints on file". Mine are on file as well, for completely different reasons (but not as the result of a criminal record.) Leaving one's fingerprints isn't a matter of political process, it's a new condition of being a guest and visiting the United States. It's simply the result of other people not having been good guests in the recent past.
