What might not be a waste of time is when the automotive companies note to 
governments (who assert to be representative the interests of their people) 
that it would be quite a bit easier for everyone to the extent that there are 
more shared goals among many of them regarding fuel efficiency and emissions,
so that the automotive engineers don't have to quite as many different engines 
and exhaust systems solely to comply with diverse requirements when presented 
uncoordinated and after the fact... 

The auto companies may or may not decide to consider the input received (after 
all, they are just suggestions at that point) but it is probably still helpful 
to know what these expectations.
