You will really have to explain what range is larger than "anyone".

Sorry to appear abrupt but this discussion is as old as the hills
in IETF circles, and nobody has ever answered the question.

Given that anyone may participate, it's legitimate to ask how to
encourage wider participation but there is no need to change
any of the formalities (because there aren't any).

This argument does not, of course, apply to other SDOs that have
some kind of membership rules. I suspect that the IETF is close
to unique in this respect.
