what does not require English mother tongue participants to be fluent 
in another language, depriving them from an experience which might be 
necessary when having to standardize a networking architecture for a 
multilingual and multicultural world. An impact? the lack of 
presentation layer six in the internet architecture (probably an 
advantage as its implementation now will be on the fringe, but this 
lead to the "status quo" strategies and innovation delays).
