I would think through very carefully the consequences of prefixing or
block allocation in any form.  The general rule (apparently) of
allocation systems that respect prefixing is that you get about 2/3
the value out of each digit.  E.g., if you have 9-digit numbers, you
start running out of numbers once you've got around 10^6 endpoints.
