I think this shouldn't be underestimated.  My experience is that
people in the telco world (even very smart people) are much slower to
change things than people in the Internet world, both due to their
organizational history (many companies have been in business since the
nineteenth century) and their operational realities (having your
network failures reported on the front page of all the newspapers in
the nation tends to make one cautious).

It's quite possible that even if the service providers intend to open
the system to all competitors, they still feel a visceral resistance
to an identifier that was not originally purposed for identifying
service providers like themselves.
