It doesn't just generalize, it also expands the scope of the question.  The previous question gave examples (very useful to shepherd authors!) that could all be addressed within the IETF.  The new question explicitly calls out "external organizations"  Where do we draw the line?  Should all DNS documents get reviewed by some ICANN group, for example?

Also, I am repeating a previous question because I haven't seen an answer yet: was the wording on the IPR disclosures proposed, or at least discussed and reviewed, with IETF counsel?
