Right.  Just to be clear, if there were _no_ response here (i.e. a
NODATA response), then that has the same semantics as the "root
target" response: nobody else is in my policy authority realm.  But,

No, it's not a bastardization at all: it's _exactly_ what I'm trying
to accomplish.  (And now you can see why I thought that example.com to
example.net was just a free extra feature, though I see now with your
help why it is problematic.)
