Semantic nit picking at best. If the receiver doesn't care about the 
sender's opinion, they don't need to implement DMARC. Manifestly they do 
have a stake in what the sender's opinion is if they deploy DMARC. The 
only question is whether DMARC captures those opinions correctly.
