I never said the fast connection was lossy.  The scenario I'm envisioning
is one in which the DNS server behind the fast link is laggy.

Ted, DNS latency is a significant part of what the web people call "time
to first byte".  DNS resolvers make serious efforts to minimise that
latency by keeping RTT and loss statistics and picking the best resolver.
I don't know if you agree, but I suspect that any protocol that causes web
latency to increase is not going to get deployed easily.
