for better or for worse it was sold as "IGP information can be delivered
cross-AS and guess what, ISIS and OSPF is the same and you'll never need a
parser and we deliver compiled node view". hence tons folks are using it as
monitor de-facto now.

train left the station ages ago pushed by original authors who dissipated
leaving us with this contraption ...

genuinely funny that this 5 pages tiny TLV draft is causing such a deep
soul searrching in IDR ;-)
