Linking changed file names is all done automagically by Data Tracker. So I don't share your concern.
I wouldn't change file names repeatedly or whimsically, but I think there is a good motivation here.

Regarding discussion of whether to replace BGP-LS with something else, I believe IDR is the right place to have that discussion - but not in this thread.
