RFC 5646 does not seem to discuss this point but it is very
common. When a belgian person writes in fr-BE and then moves to
Canada, but keeps writing the same, the language is still fr-BE even
if the person is not physically in Belgium. True, this point is not
explicit in the RFC but it seems well-known.

Do you mean we should not register subtags such as the proposed
"gerwest" (West German) because this dialect can be spoken by people
who do not live the the west of Germany? I would disagree.
